Sarah Constant, Senior Vice President, Real Estate Development
As Senior Vice President of Mission First, Sarah is responsible for overseeing the company’s development and construction business lines. She is charged with managing development projects, building client relationships, and pursuing development opportunities throughout Mission First’s footprint. She is also responsible for overseeing the company’s day-to-day operations in the mid-Atlantic. To date, she has closed more than $450 million worth of deals during her career and has numerous projects in development.

Sarah currently serves as Board Chair of HAND. HAND is a nonprofit membership collective comprised of over 450 institutions working across the private, public and social sectors to collaborate in the production and preservation of affordable housing in the Capital Region of Baltimore, Washington, and Richmond.

Sarah has been working in the affordable housing industry since 1991 and in the DC – Metro area since 1997 (as a principal of MissionFirst Development, LLC). Prior to joining MissionFirst, Sarah spent two years working for the Community Banking Group at Fleet Bank in Boston. There she originated more than $10 million in investor-owned real-estate transactions in targeted CRA markets, creating and preserving 600 units of affordable housing in the Boston market. Sarah also managed the city of Boston’s multi-family rental and homeownership programs including HOME, CDBG, and the Neighborhood Housing Trust. In addition, she secured almost $40 million in McKinney Act funds for the City’s homeless programs.

Sarah holds a Master of Business Administration degree from Boston University and a Bachelor of Arts degree in Urban Studies from the University of Pennsylvania.


Sue McPhedran, Director of Development, Philadelphia Region
Sue manages projects in the Philadelphia region, coordinating the activities of internal and external members of the development team to ensure projects move through predevelopment and development to completion as smoothly as possible. Sue is involved in determining the feasibility of new opportunities, securing project financing, interacting with public sector representatives, obtaining approvals, closing with all funding sources, and working to ensure development is completed on schedule and on budget. Sue represents Mission First in various external forums including conferences, panels, and professional organizations.

Prior to joining Mission First, Sue was at an affordable housing development consulting firm where she supported a broad range of clients—nonprofit and for-profit—to conceptualize and implement affordable housing and other community development projects from start to finish. Sue also worked at a leading community development financial institution, where she managed the affordable housing group, oversaw technical assistance and consulting activities, served as a housing lender.

Sue is a graduate of the Wharton School of the University of Pennsylvania.


Christopher EverettSenior Development Manager, DC/MD region
Christopher Everett joined Mission First in the Summer of 2017. Christopher works on all phases of real estate development from acquisition and conceptual design through lease up and stabilization. His experience includes the development and management of a wide variety of affordable and market rate residential projects throughout the mid-Atlantic secured through both local and federal resources, including: Low Income Housing Tax Credits, Housing Production Trust Funds, Community Development Block Grants, and Project-Based Section 8 contracts. His expertise includes market analysis, community planning, design, construction management, budgeting, marketing and sales, permitting, and real estate finance

Christopher is a graduate of The George Washington University Law School and  Villanova University.


Elizabeth Everhart, Senior Development Manager, DC/MD region
As Senior Development Manager, Elizabeth oversees project feasibility, predevelopment, financing, and construction, as well as fulfills all project regulatory requirements for properties.

Prior to joining Mission First, Elizabeth worked in the environmental investigation and remediation field, aiding in the redevelopment of brownfield properties in the Chicago area. Elizabeth has also worked with the New Jersey Office of Management and Budget and the Oregon Department of Transportation, specializing in policy and performance analysis.

Elizabeth holds a Bachelor’s degree in Environmental Policy from Duke University, and dual Masters’ degrees in Public Affairs and Urban and Regional Planning from the Woodrow Wilson School at Princeton University.


Kate MurraySenior Development Project Manager, Philadelphia region
As Senior Development Project Manager, Kate manages real estate project execution, including project feasibility, predevelopment planning, financing, and construction of affordable housing properties in Mission First’s PA/NJ region.

Kate works closely with other Mission First departments, public and private funders, consultants, and partners. Kate prepares feasibility analyses, financial projections and applications; identifies and coordinates the work of the project team including design, construction, legal and financing components’ oversees project construction and turnover to property management; and interfaces with asset and property management as needed during operations.

Kate holds a Master of Public Policy from the Edward J. Bloustein School of Planning and Public Policy at Rutgers University and a Bachelor of Arts degree from The Catholic University of America.


Kyla Weisman BayerSenior Development Project Manager, Philadelphia region
Kyla is a skilled real estate professional with 25 years of experience in affordable, multifamily residential development, financing and management. Kyla joined Mission First Housing Group in April 2022 as a Senior Development Manager in its Philadelphia Region. Kyla manages project feasibility, predevelopment, financing, and construction for affordable housing properties as well as fulfills their regulatory requirements.

Prior to joining Mission First, Kyla served as the Director of Development at the Montgomery County Housing Authority in Pennsylvania. During her 12-year tenure there, she was responsible for leading the agency’s development, revitalization and modernization activities, budgets and staff. Kyla also worked as a Senior Development Consultant for 10 years assisting for-and not-for-profit developers with the financing and development of affordable housing.  After which she moved, for two years, into the role of Executive Vice President at a third-party management company specializing in affordable housing.

Kyla is a graduate from University of Pennsylvania with a Bachelor’s Degree in Urban Studies and a Certificate in Business Essentials from the Wharton School.
