CHESTER COUNTY, PA.
Rocking away on the porch of his Chester County apartment house watching the vehicles pass, 63-year-old Robert J. Flack couldn’t be happier.

“This is so peaceful,” Flack said, of his new apartment in The Whitehall along Route 724 in East Vincent Township. “There are no gunshots. There are no sirens going. It’s just so peaceful and quiet here.”
