Description

Powelton Gardens helped to preserve affordable housing at a time when the price of housing in the surrounding West Philadelphia area was increasing under the pressure of gentrification. Powelton Gardens, originally syndicated in 1992, is located in one 16-unit building.  It needed rehabilitation to revitalize it and bring it up to current building code standards. The development made this a “Green” building.

 

The population is low-income persons, some of whom will be living with physical and/or mental disabilities.  The persons in the development living with serious mental disabilities will be provided services through the Supportive Independent Living (SIL) program, a comprehensive set of services offered by mental health agencies throughout the City of Philadelphia, which will allow residents to maintain and maximize self-sufficiency.  For willing residents, the SIL Case Managers will schedule evaluation interviews to assess each resident’s strengths and needs, agree upon a set of goals in accordance with those needs and identify the specific services that will best serve each resident’s goals.  From this information, staff and the resident will create an individualized service plan that will be used to guide and track service usage and goal attainment.

 

Two of the units will be fully handicapped accessible.  The tenants for these units will be provided by agencies throughout the City that serve persons with physical disabilities.

 

Financing was provided through low income housing tax credit equity, Affordable Housing Program grants from the Federal Home Loan Banks of Pittsburgh and New York and permanent financing from The Reinvestment Fund.
